Europak finantzatutako 1.568 milioi euro kudeatuko ditu Red.es-ek 2023 urterako

Red.es-ek, 2002an sortu zenetik 2023ra arte (indarrean dagoen Europako laguntzen epe-amaiera), Europar Batasunarekin finantzatutako 1.568 milioi euroko gastua kudeatuko du guztira. Funts horien zati handiena EGEFaren programa operatiboetarako da, eta gainerakoa Europako Gizarte Funtsetik dator. Garrantzi izugarria duen inbertsioa da, aukera eman baita erakundeak sustatutako laguntzetarako deialdiak egiteko, baita etorkizunean egingo direnetarako ere.  

Aldien arabera, hona hemen Red.es erakundeak kudeatu dituen Europaren kofinantzak: 272 milioi euro 2000-2006 aldian (EGEF), 607 milioi euro 2007-2013 aldian eta 689 milioi euro 2014-2020 aldian (634 EGEF eta 55 EGIF), baina 2023 urtean amaitu da kudeatzen.

Ibilbide osoan zehar, Red.es erakundeak etengabe sortu ditu laguntzetarako programak, betiere, indarreko gobernuen estrategiak kontuan hartuta, adibidez, ‘Profesional Digitalak’, ‘Saldu Interneten’, ‘Eskola Konektatuak’, ‘Hiri eta Uharte Adimentsuak’, ‘Osasun-zerbitzuak on line’, ‘Justizia Sarean’, ‘Igo Hodeira’... 

Jarduera guzti horiek beti izan dute lehentasunezko helburu bera: herrialdeko bilakaera digitala sustatzea, funtsezko elementua baita zerbitzu publikoen eraginkortasuna eta kalitatea hobetzeko, enplegua, berrikuntza eta ekintzailetza sustatzeko eta enpresei mundu digitalean murgiltzen laguntzeko. 

Jarduera horiek guztiek, egin direnak, egiten ari direnak eta egingo direnak, erronka garrantzitsua dira administrazioaren kudeaketa eta eraginkortasunari dagokionez, izan ere, Europako laguntzak jasotzeko jokoaren arauak oso ondo jakin behar dira eta malgutasun handia izan behar da aldaketetara egokitu ahal izateko eta Europar Batasunak lortu nahi dituen helburuak bete ahal izateko, eskualdeen arteko desberdintasunak murrizten dituen tokian tokiko jarduerak egiten diren bitartean.  

Orain arte, Red.es erakundeak arrakasta izan du aurreko bi aldietan emandako finantzazioari buruz etengabe egin zaizkion kontrol eta kontu-ikuskaritzetan. Gainera, abian jarri dira 2014-2020 aldirako beharrezko aldaketa guztiak. 

Red.es erakundearen euskarrietako bat kudeaketa- eta kontrol-sistemak dira. Kontu-ikuskaritzen arabera, sistema horiek ez dute apenas akatsik eta, ondorioz, Europako Batzordearen ordainketarik ez da eten edo bertan behera utzi inoiz. Argitu behar da, halaber, administrazioen arteko lankidetza ugari izan ohi dela Red.es-en jarduera askotan.

En 2023, Red.es xa terá xestionado 1.568 millóns de euros de financiamento europeo

Dende o nacemento de Red.es, en 2002, e ata 2023, ano en que conclúe o actual período de axudas europeas, esta entidade terá xestionado un gasto total de 1.568 millóns de euros cofinanciados pola Unión Europea. A maior parte destes fondos forman parte dos programas operativos do FEDER e o resto procede do Fondo Social Europeo. Trátase dun investimento de enorme importancia, que fixo posible executar e lanzar as convocatorias de axudas que impulsou a entidade, así como as que se proxectarán no futuro inmediato.

Por etapas, o cofinanciamento europeo xestionado por Red.es foi de 272 millóns no período 2000-2006 (FEDER), 607 millóns en 2007-2013 (FEDER) e 689 millóns para o período 2014-2020 (634 FEDER e 55 FSE), que rematarán de executarse en 2023.

Ao longo da súa existencia, Red.es non parou de xerar programas de axudas, de acordo coas estratexias dos sucesivos gobernos, como, por exemplo, ‘Profesionais Dixitais’, ‘Vendes en Internet’, ‘Escolas Conectadas’, ‘Cidades e Illas Intelixentes’, ‘Sanidade en liña’, ‘Xustiza en Rede’, ‘Sube á nube’... 

Un cúmulo de actuacións que sempre compartiron un obxectivo prioritario: impulsar a transformación dixital do país, elemento imprescindible para mellorar a eficiencia e calidade dos servizos públicos, fomentar o emprego, a innovación e o emprendemento, ademais de axudar ás empresas a subir ao carro dixital. 

Este conxunto de actuacións, tanto pasadas coma presentes e futuras, constitúe un importante reto de xestión e eficiencia administrativa, xa que o acceso á axudas europeas implica un coñecemento profundo das regras do xogo e unha flexibilidade intensa para adaptarse aos cambios e velar polo cumprimento dos obxectivos que persegue a Unión Europea, ao mesmo tempo que desenvolver actuacións de impacto local que reduzan a fenda entre rexións.  

Ata o momento, Red.es superou con éxito os sucesivos controis e auditorías relativas ao financiamento concedido nos dous períodos anteriores. Ademais, puxéronse en marcha todos os cambios necesarios para a etapa 2014-2020. 

Un dos puntais de Red.es son os seus sistemas de xestión e control, cuxo labor se traduciu nunha baixa taxa de erro, segundo as auditorías, e no feito de que non se sufrira ningunha interrupción nin suspensión de pagamentos por parte da Comisión Europea. Cómpre subliñar, así mesmo, que gran parte das actuacións de Red.es teñen un importante compoñente de colaboración entre administracións.

El 2023 Red.es ja haurà gestionat 1.568 milions d’euros de finançament europeu

Des del naixement de Red.es el 2002, i fins a 2023, any en què conclou l’actual període d’ajudes europees, aquesta entitat haurà gestionat una despesa total de 1.568 milions d’euros cofinançats per la Unió Europea. La major part d’aquests fons formen part dels programes operatius del FEDER, i la resta procedeixen del Fons Social Europeu. Es tracta d’una inversió de molta envergadura, que ha fet possible executar i llançar les convocatòries d’ajudes que ha impulsat l’entitat, i també les que es projectaran en el futur immediat.

Per etapes, el cofinançament europeu gestionat per Red.es va ser de 272 milions durant el període 2000-2006 (FEDER), de 607 milions en 2007-2013 (FEDER) i de 689 milions per al període 2014-2020 (634 FEDER i 55 FSE), que s’acabaran d’executar el 2023.

Al llarg de la seva existència, Red.es no ha parat de generar programes d’ajudes, d’acord amb les estratègies dels successius governs, com per exemple “Professionals digitals”, “Vens a Internet?”, “Escoles connectades”, “Ciutats i illes intel•ligents”, “Sanitat en línia”, “Justícia en xarxa”, “Puja al núvol”... 

Un cúmul d’actuacions que sempre han compartit un objectiu prioritari: impulsar la transformació digital del país, element imprescindible per millorar l’eficiència i la qualitat dels serveis públics, fomentar l’ocupació, la innovació i l’emprenedoria i ajudar les empreses a pujar-se’n al carro digital. 

Aquest conjunt d’actuacions, tant passades com presents i futures, constitueix un important repte de gestió i eficiència administrativa, ja que l’accés a les ajudes europees implica un coneixement profund de les regles del joc i una flexibilitat intensa per adaptar-se als canvis i vetllar pel compliment dels objectius que persegueix la Unió Europea i, al mateix temps, per desenvolupar actuacions d’impacte local que redueixin la bretxa entre regions.  

Fins ara, Red.es ha superat amb èxit els successius controls i auditories relatius al finançament concedit els dos períodes anteriors. A més, s’han posat en marxa tots els canvis necessaris per a l’etapa 2014-2020. 

Un dels puntals de Red.es són els seus sistemes de gestió i control, la tasca dels quals s’ha traduït en una baixa taxa d’error, segons les auditories, i en el fet que no s’hagi patit cap interrupció ni suspensió de pagaments per part de la Comissió Europea. Cal subratllar, així mateix, que gran part de les actuacions de Red.es tenen un important component de col•laboració entre administracions.

Red.es erakundearen 2017-2020 aldirako Plan Estrategikoan bilakaera digitalerako 80 proiektu egitea aurreikusten da

Red.es erakunde publikoak 2017-2020 aldirako duen Plan Estrategiko eta Operatiboan 80 proiektu egitea aurreikusten da, eta inbertsio handiak barne hartzen dira horretarako (50 milioi euro 2017rako bakarrik).

Dokumentu honetan Red.es erakundeak bilakaera digitala Espainiako gizartean sustatzeko duen helburua azaltzen da. Horretarako, ekimen berritzaileak eta egituratzaileak egin nahi ditu kide publiko zein pribatuekin batera.

Halaber, Plan Estrategikoan helburu garrantzitsuak daude: erreferentzia izatea digitalizazioan eta bilakaera teknologikoan, barne-kudeaketaren bikaintasunean, programak diseinatu eta egitean eta digitalizazioan.  Printzipio horiek guztiak erakundearen oinarria dira, kontuan hartuta gizartea, enpresak eta administrazio publikoak.  

Gobernuaren Agenda Digitalean, Red.es erakundeak, hots, Energia, Turismo eta Agenda Digitalaren Ministerioaren baitako erakundeak, Informazioaren Gizarterako eta Agenda Digitalerako Estatu Idazkaritzaren bidez, funtzio aktiboa eta bereziki garrantzitsua dauka, abian diren 10 planetako 2ren zuzendari izaki (IKT Plana ETEetarako eta merkataritza elektronikorako eta Zerbitzu Publiko Digitalerako Plana) eta beste planetako parte-hartzaile.

Plan estrategikoa lau ardatz nagusitan egituratzen da. Lehenengoa, ekosistema digitala sustatzea da, lehentasuna emanez ekosistema berritzaileei, enpresen digitalizazioari eta talentu digitalari.

Bigarren ardatza, berriz, gobernu digitalean oinarritzen da, herritarrentzako eta Administraziorako zerbitzu digital hobeak eskaintzeko. Hub Digital deritzona da hirugarren jarduera-eremua. Espainiako bilakaera digitala aztertzeko, monitorizatzeko eta ebaluatzeko tresna berria egitean datza, baita Think & do Tank estrategia aplikatzean bai digitalizazioan eta bilakaera teknologikoan.

Azkenik, Antolaketa Digitalaren ardatza dago. Garrantzia ematen zaio, bada, barne-kudeaketa, pertsonak eta egonkortasun ekonomikoa hobetzeari.

O Plan Estratéxico 2017-2020 de Red.es inclúe a execución de 80 proxectos de transformación dixital

O Plan Estratéxico e Operativo para os anos 2017-2020 da entidade pública Red.es prevé a execución de 80 proxectos e inclúe fortes investimentos (50 millóns de euros só para o ano 2017).

Este documento recolle a misión de Red.es de impulsar a transformación dixital da sociedade española, mediante iniciativas innovadoras e vertebradoras en colaboración con socios públicos e privados.

O Plan Estratéxico, así mesmo, aséntase baixo importantes obxectivos: ser referencia en dixitalización e transformación tecnolóxica, excelencia na xestión interna e deseño e execución de programas e dixitalización. Todos estes principios compoñen a razón de ser da entidade, con orientación á sociedade, empresas e administracións públicas. 

No marco da Axenda Dixital do Goberno, Red.es, como entidade dependente do Ministerio de Enerxía, Turismo e Axenda Dixital, a través da Secretaría de Estado da Sociedade da Información e Axenda Dixital, asume un papel activo e especialmente relevante ao ser directora de 2 dos 10 plans existentes (Plan de TIC para pemes e comercio electrónico, e Plan de Servizo Público Dixital), ao tempo que participa nos restantes.

O plan estratéxico, así mesmo, estrutúrase en catro grandes eixes. O primeiro deles é o impulso do ecosistema dixital, con especial énfase nos ecosistemas innovadores, a dixitalización das empresas e o talento dixital.

O segundo eixe céntrase no goberno dixital, con mellores servizos dixitais ao servizo do cidadán e tamén da Administración. Hub Dixital compón a terceira liña de actuación e supoñerá o desenvolvemento de novos instrumentos para a análise, a monitorización e a avaliación da transformación dixital en España, así como a xeración de Think & do Tank en dixitalización e transformación tecnolóxica.

Por último, o eixe de Organización Dixital, con claves como a optimización da xestión interna, as persoas e a estabilidade económica.

El Pla estratègic 2017-2020 de Red.es preveu l’execució de 80 projectes de transformació digital

El Pla estratègic i operatiu per als anys 2017-2020 de l’entitat pública Red.es pronostica l’execució de 80 projectes i preveu fortes inversions (50 milions d’euros només per a l’any 2017).

Aquest document recull la missió de Red.es d’impulsar la transformació digital de la societat espanyola mitjançant iniciatives innovadores i vertebradores en col•laboració amb socis públics i privats.

El Pla estratègic, així mateix, s’estableix sota importants objectius: ser referència en digitalització i transformació tecnològica, excel•lència en la gestió interna i disseny i execució de programes i digitalització. Tots aquests principis componen la raó de ser de l’entitat, amb orientació a la societat, les empreses i les administracions públiques. 

En el marc de l’Agenda Digital del Govern, Red.es, com a entitat dependent del Ministeri d’Energia, Turisme i Agenda Digital, a través de la Secretaria d’Estat de Societat de la Informació i Agenda Digital, assumeix un paper actiu i especialment rellevant, ja que és director de dos dels deu plans existents (Pla de TIC per a pimes i comerç electrònic i Pla de servei públic digitals), i participa en la resta.

El Pla estratègic, així mateix, s’estructura en quatre grans eixos. El primer és l’impuls de l’ecosistema digital, amb especial èmfasi en els ecosistemes innovadors, la digitalització de les empreses i el talent digital.

El segon eix se centra en el govern digital, amb millors serveis digitals al servei del ciutadà i també de l’Administració. Hub Digital compon la tercera línia d’actuació i suposarà el desenvolupament de nous instruments per a l’anàlisi, el monitoratge i l’avaluació de la transformació digital a Espanya, així com la generació de think & do tank en digitalització i transformació tecnològica.

Finalment, hi ha l’eix d’organització digital, amb claus com l’optimització de la gestió interna, les persones i l’estabilitat econòmica.

From the Information Society to digital transformation: Red.es from a Spanish domain register to a benchmark for digital excellence

In this joint article José Manuel Leceta, CEO of Red.es, and Jorge Pérez, Director of ONTSI, reflect on digital transformation and the role of Red.es.

Since it was coined, the creators of the term “digital transformation” at MIT (Center for Digital Business, 2011) emphasised the substantial difference between “digitalisation” and “digital transformation”. The two terms are related but not the same as digital transformation is based on using technology, but focuses on “radically improving the performance and scope of companies”, making it a senior management objective for achieving cultural change. It is no surprise that some authors note that transformation is the sum of innovation and change management.

So technology and technical equipment is necessary, but transforming the customer relations and internal operation of companies, and developing new proposals to generate and attract value requires much more. At the same time, digital technologies have innovative potential, agility and are undeniably currently needed; just think about social networks, mobile Internet, data analytics, the Internet of Things, etc. That is why at Red.es we talk about digital transformation as “possible innovation” because, unlike in other capital-intensive sectors, we believe that “digitalisation is about people”. And that many things are possible by simply reflecting on them.

Digitalisation, necessary but no enough. What is measured does not exist

In the first papers at MIT and the numerous studies conducted since then, we find that of the many companies studied, only those that combined the management team’s commitment to transforming the company with an intensive use of digital technologies managed to simultaneously increase their income, profits and stock market value. On the contrary, companies with a high level of digitalisation but a weak commitment by the management team increased their income, but their profits and stock market value fell.

On the other end of the scale are the companies with a management team fully committed to transforming the company, but that invest little in digital technologies. These companies increased their profits and stock market value, but at the expense of losing market share and income.

Finally, companies with no management team committed to transformation and who did not invest in digitalisation dropped in all aspects: income, profits and stock market value. In this scenario, how can we know if a company is making progress in their digital transformation or not, and what it has to do to achieve it?
The value of understanding a company’s level of digitalisation is that digitalisation is necessary to advance towards digital transformation, and there is no digital transformation without digitalisation. Consequently, by understanding a company’s level of digitalisation, we identify which companies could potentially aspire to digital transformation. This measure —the level of digitalisation— is usually provided by national and international entities. At national level: the INE (The National Statistics Office), in its survey on ICT use by companies; Red.es, in the ONTSI study of e-SMEs; and other organisations in various reports on ICTs and companies. Worthy of note at international level is the role of the European Commission with its Digital Economy and Society Index (DESI), and more specifically its “Integration of Digital Technology by Enterprises” subindex; and the OECD for its studies on digital transformation.

The opportunity to promote digital transformation in Spain. Role of Red.es

Reviewing the studies and indexes noted above shows a heterogeneous development of digitalisation in Spanish and European companies, with some sectors much more digitalised than others, and a strong bias in favour of large enterprises compared to smaller ones. Therefore, it is vitally important to promote the digitalisation of Spanish companies, particularly SMEs, collaborating with their management teams to progress from digitalisation to digital transformation.

Red.es has been working on this line to promote the information society for 15 years, with training initiatives and programmes to develop digital professionals; programmes to promote e-commerce; programmes to boost entrepreneurship and the internationalisation of companies; programmes to promote adopting technology solutions such as cloud computing; programmes to disseminate technology solutions for SMEs and the self-employed, such as demonstrator centres; and programmes to support specific sectors, such as the programme to support the digital transformation of the tourist sector.

With the approval of the 2017-2020 Strategic Plan, digital transformation becomes the “leitmotif” of Red.es. Because we believe that the best is yet to come. If Spain already holds an intermediate position in digital public services compared to other nearby countries, we need companies to take part in this process. They are the heart of digital transformation. Programmes must be drawn from managers' conviction and commitment to the usefulness of the digital transformation.

We believe that Red.es can become a “meeting point” to promote this type of debate as innovation cannot be ordered. For Red.es to have a greater chance of success and impact, it must be open to the initiative of its agents, including their needs and designing initiatives of general interest.

That is why we recently launched the Red.es Forum, a meeting point with the ICT sector to address digital transformation initiatives. As stated in the Strategic Plan, “redesigning what we are to transform what we do”. Therefore, the Red.es ONTSI has also initiated a digital transformation process, opening up to the participation of internal and external agents; conducting prospective studies; creating knowledge platforms based on using new tools and methodologies; acting as a catalyst for research on society and the digital economy.

The approval of the Red.es Strategic Plan is a milestone for the entity, which looks to the future with enthusiasm. Since the Spanish “.es” domain name registration, which explains the acronym that gives our entity its name, Red.es now aims to become a national and international “Excellent Digital Benchmark”. With everyone’s support we are beginning a new stage. A stage in which we ask everyone to participate, to relaunch and reposition Red.es, bringing it even more in line with current times; the time has come for transformation.

Internet, advanced communications and analysing the digital universe, keys to the work of Red.es

Red.es implements multiple programmes to promote digital transformation in Spain. However, the Spanish Government has also assigned other tasks to the entity related to Information and Communication Technologies (ICTs). These include managing “.es” domains, RedIRIS and ONTSI.

 

As the national authority entrusted with assigning and managing “.es” domain names, Red.es has a team dedicated to ensure optimum operation. It is important to emphasise that “.es” is the domain most identified with our country, the Spanish language and Hispanic culture. In fact, “.es” is the most commonly used domain in Spain, with registrations already exceeding 1.8 million.

 

All actions are carried out in accordance with the guidelines set out by the Spanish Government and in compliance with the ICANN (Internet Corporation for Assigned Names & Numbers) in addition to international market guidelines.

 

The goal is for “.es” to be an international benchmark for the Spanish language, to be used massively by Internet sites with Spanish contents, in a world of over 400 million Spanish-speaking people.

 

On the other hand, Red.es has also been entrusted with managing RedIRIS, the Spanish academic and research network that has been providing advanced communication services to its over 500 affiliated institutions, primarily universities and public research centres, since it was founded in 1988.

 

In order to provide users with the best possible connectivity and to keep abreast of the latest telematic services, RedIRIS cooperates with other academic and research networks regional and international. Examples of these include the pan-European academic network GÉANT, which is jointly managed by RedIRIS and through which it connects with other academic and research networks both in Spain and in other European countries, as well as with research networks on other continents.

 

The Spanish Observatory for Telecommunications and the Information Society (ONTSI) is also attached to Red.es. Its mission is to monitor and analyse the Telecommunications and Information Society sector.

 

ONTSI prepares, collects, synthesises and systematises indicators, performs studies, and offers news and updates on the Information Society. It is currently the leading public observatory on this sector in Spain.

In 2023 Red.es will have managed €1.568 billion of EU funds

Between 2002, when Red.es was founded, and 2023, the final year of the current period of European aid, this entity will have managed a total expenditure of €1.568 billion jointly financed by the European Union. Most of these funds are part of ERDF operational programmes, and the rest comes from the European Social Fund. This is a major investment that has enabled us to execute and launch aid programmes promoted by the entity, as well as the programmes scheduled for the immediate future.

The European joint financing managed by Red.es was €272 million during the period 2000-2006 (ERDF), €607 million in 2007-2013 (ERDF), and €689 million for the period 2014-2020 (634 ERDF and 55 ESF), with execution completed in 2023.

Over the years, Red.es has continuously created aid programmes according to the strategies of the successive governments. These include ‘Digital Professionals’, ‘Selling Online’, ‘Connected Schools’, ‘Smart Cities and Islands’, ‘Online Healthcare’, ‘Networked Justice’, ‘Connect to the cloud’… 

A series of actions with a shared priority objective: to promote the digital transformation of Spain, an essential factor to improve the efficiency and quality of public services, foster employment, innovation and entrepreneurship, and help companies get on the digital bandwagon. 

These past, present and future actions are a significant challenge for management and administrative efficiency as access to European aid requires a profound knowledge of the rules of the game, flexibility to adapt to changes and ensure compliance with the objectives of the European Union, while developing actions with local impact to reduce the gap between regions.  

To date, Red.es has successfully passed the various controls and audits related to the financing received during the two previous periods. And we have implemented all the changes needed for the 2014-2020 period. 

One of the key elements of Red.es is its management and control systems, which have led to a low error rate according to the audits, and to the fact that no payments have been interrupted or suspended by the European Commission. We must also note that many of the Red.es actions require significant collaboration between administrations.

The Red.es 2017-2020 Strategic Plan contemplates implementing 80 digital transformation projects

The Strategic and Operational Plan for 2017-2020 of the public entity Red.es foresees the execution of 80 projects and involves major investments (€50 million in 2017 alone).

This document includes the Red.es mission to promote the digital transformation of Spanish society with innovative, structuring initiatives in collaboration with public and private partners.

The Strategic Plan is also based on significant objectives: to be a benchmark in digitalisation and technology transformation, excellence in internal management and the design and execution of programmes, and digitalisation. All these principles are the reason behind the entity, focusing on society, companies and public administrations. 

As part of the Government’s Digital Agenda and as an entity dependent on the Ministry of Energy, Tourism and the Digital Agenda, Red.es, through the State Secretariat for the Information Society and the Digital Agenda, takes on an active and particularly relevant role by managing two of the 10 existing plans (ICT Plan for SMEs and e-Commerce and Public Digital Services Plan), while also taking part in the remaining plans.

The strategic plan is based on four major focal points. The first is to promote the digital ecosystem, with special emphasis on innovative ecosystems, digitalising companies and digital talent.

The second focal point focuses on digital governance, with improved digital services for citizens and the Administration. Hub Digital is the third line of action and will entail developing new instruments to analyse, monitor and assess the digital transformation in Spain, as well as creating a Think & do Tank on digitalisation and technology transformation.

Finally, Digital Organization, the fourth focal point, includes key areas such as optimising internal management, people and economic stability.
